when在定从里知道前面的last year,在定语从句里做时间状语.last year 是先行词.
我一开始也觉得是A,是强调句，it is ... that 但是看了问句觉得确实是B.。when在定从里知道前面的last year，在定从里做时间状语。it was not until last year. their plan was approved last year.
这个地方确实应该选B
